If we parse Fauci's words quoted above literally.... "When people are vaccinated they can feel safe they are not going to get infected."
He said people "can feel safe they are not going to get infected" does not actually mean they won't get infected. They can just feel safe that they are not.
On can assume there is an implication that they can feel safe because Fauci is communicating that the vaccines work, but I bet Fauci would argue that's not what he meant.
